ParityQC is contributing to Europe’s first quantum computing standard

November 5, 2025

The CEN and CENELEC Joint Technical Committee 22 (CEN-CLC/JTC 22) – the European body responsible for quantum technologies standardization – recently published the very first deliverable in its ongoing standardization efforts: “Layer model of Quantum Computing”.

This landmark publication defines a layer model that covers the entire technology stack of universal gate-based quantum computers, from the physical qubits at the hardware level up to the software and service layers. The group of lower-level (hardware) layers are organized in different hardware stacks tailored to different hardware architectures, while the group of higher-level (software) layers are built on top of these and expected to be common for all quantum computing systems. The higher-up in the stack, the more agnostic it will be from underlying layers, as reducing the dependencies between higher and lower layers is a crucial point for optimized quantum computations.

Importantly, the document highlights commonalities between different quantum computing platforms such as transmon, spin-qubit, ion-trap, neutral-atom and others, implying a market for products and services that can operate across a variety of such models. It also provides a common language for anyone working in the quantum computing industry to describe and connect their work.

ParityQC contributed to the publication as part of our ongoing efforts in quantum computing standardization, alongside partners Delft Circuits (lead), TNO, CINI, DLR, QDeepTech, Alice&Bob and Pasqal. The standard can be obtained via your National Standards Body.
